Andrea Boettger's Positions

Medicaid & Rural Healthcare Access

I will protect Medicaid and strengthen rural hospitals/clinics through better reimbursement processes, telehealth expansion, and support for rural EMS and the health-care workforce.

WHY? Our district is highly Medicaid-dependent; Medicaid keeps local providers, nursing homes, and family coverage viable in a region with long travel distances and limited major medical centers.

Fraud and Poor Policy

Taking Medicaid dollars away from our services and residents who need them most is wrong either through fraud or worse, through poor Federal Medicaid policy choices.

I will keep federal dollars flowing by cracking down on fraud with stronger enforcement, tighter oversight, and provider revalidation—while protecting legitimate services.

I will work with colleagues and across the aisle to provide our 7 counties and MN DHS with the tools and staffing they need ensure accountability and minimize negative effects in our district.

I represent you, and will work to eliminate fraud and ensure dollars are allocated to update archaic systems that gave opportunity to fraudsters.

WHY? Fraud and poor Federal Medicaid policy choices make me angry.

Family Farms & Agricultural Economy

I will keep farms in family hands by supporting market access, beginning farmers, soil and water stewardship, non-monopolistic approaches and tools that stabilize risk (financing, insurance reliability, input-cost relief).

WHY? Agriculture is the backbone of our District; consolidation pressure and volatile costs/prices can hollow out small towns and the local tax base.

Childcare Shortage

I will expand childcare capacity with increases in family care tax credits, support provider grants, workforce training, and rural facility support. Childcare is essential infrastructure in our small towns. I will also work to ensure sensible childcare regulations that promote provider growth and expansion and not restrict it.

WHY? Shortages and waitlists directly limit our workforce participation and make it harder for employers to hire and retain workers and for individuals to support their families. I will work with both sides of the aisle to elminiate restrictive and unnecessary regulations for our care providers.

Housing Availability & Local Control

I will fight the continually proposed legislation that would take control of zoning and development in our local communities; incentivize starter-home construction and rehab programs, and workforce housing partnerships within our communities.

WHY? Our district needs more housing but should not be subjected to metro regulations that will result in unfunded mandates for our small communities. Our zoning and development decisions should remain at the local level, not dictated by St. Paul.

Schools & Workforce

I support stable, fair school funding; investment in trades, ag-tech, and health-care pathways; strengthen teacher recruitment and retention, work with transportation providers; maintain MN school breakfast and lunch programs for our children

WHY? Our schools are community anchors; workforce pipelines and staffing challenges affect local employers and long-term population stability.

Roads, Bridges & Internet Access

I will secure long-term funding for roads/bridges, internet and small-town water and sewer upgrades.

WHY? Our infrastructure is essential for farm-to-market movement, business competitiveness, public safety response, and quality of life.

Public Safety & EMS

I support volunteer fire and EMS recruitment, training, and equipment; prioritize rural response-time improvements.

WHY? Our small towns rely on volunteers and face thinning pipelines; distance makes emergency response capacity critical yet challenging.

Reproductive Rights / “Pro-Life”

I will respect personal beliefs while keeping government out of private family medical decisions, emphasizing compassion, medical needs, and local rural health realities.

In addition to promoting accountability, I will work further toward an economic environment that directly supports individual family values – such as Minnesota Dependent Care

WHY? My approach is based on faith-and-family values while protecting patient safety and keeping providers in rural communities.

2nd Amendment / Violent People

I respect lawful gun ownership, protect hunting traditions, and keeping guns out of the hands of dangerous individuals, not law-abiding constituents. I support practical safety steps like universal background checks, red-flag laws with due process, safe storage, and firearms education and training. I support restricting the sale of assault rifles and high capacity magazines to those who have been trained and have undergone a background check and mental health evaluation.

WHY? Our District is where guns are used as tools for hunting, farm management and family safety, safe handling through the generations, and deeply tied responsible firearm ownership.

The issue isn’t the farmer with a gun safe. It’s the person with a violent record who can buy a gun with no background check.

Nobody is coming to take guns from responsible Minnesotans and that’s not what I support.

Artificial Intelligence

I support use of responsible AI to strengthen rural services and competitiveness—while protecting jobs, privacy, and fairness for small businesses. AI uses a lot of natural resources and I firmly support sensible AI regulations that will protect privacy, prevent dissemination of untrue and altered images. AI is helpful but can be dangerous, and our laws need to keep up with this fast moving technology.

WHY? Our communities need the benefits of AI in agriculture, healthcare and efficiency; without worker displacement, surveillance, or big-tech dominance.

Large Data Centers

I support local communities being able to evaluate the benefits and complications of having a large data center. I also support ensuring regional engagement, as the resources used for data center operation won't come from one small area. We need to be cautious about data center expansion, and the carrots dangled in front of us by large data center developers.

WHY? Our communities need local control and resource protection; large projects can strain water/power and shift costs onto residents without delivering promised long-term jobs.

Environmental Stewardship

I support being good stewards to protect our environment at all levels. This is a global issue that affects us all. We all play a part in how we treat our surroundings and what we can do to create and promote cleaner energy, air and water. Our region has tremendous opportunitites. Wind, Solar, Biodigestion (converting food and ag scraps to energy), are just a few ways we can do our part, generate new income streams for farmers, reduce utility costs and usage, and reduce what goes to our landfills.

WHY? Stewardship of our land, water, and farms isn’t a partisan issue — it’s about safeguarding the future of our District.
